2009-01 Commendation of President Bush, Vice President Cheney, Republican State and Federal
Office Holders, Grassroots Volunteers, Wisconsinites Serving in the Bush Administration, and our
Armed Forces
WHEREAS, President George W. Bush, our Commander-in-Chief, with the assistance of Vice President
Richard B. Cheney protected us from terrorists as evidenced by the fact that there have been no significant
terrorist incidents since September 11, 2001; and
WHEREAS, President Bush nominated extremely qualified conservative Justices for Supreme Court; and
WHEREAS, President Bush and Vice President Cheney unceasingly supported our military; and
WHEREAS, President Bush was reelected in 2004 because of his commitment and perseverance in defending
our country; and
WHEREAS, President Bush continued on despite fierce criticism from those who would undermine the effort
for political reasons; and
WHEREAS, Republican elected officials, both state and federal, continue to serve their constituents well with
dignity and purpose; and
WHEREAS, Grassroots Volunteers are those truly special members of the Republican Party who contribute to
the organization’s successes in so many ways, big and small, throughout the year and during election
campaigns:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
thanks former President George W. Bush and Vice President Richard B. Cheney for their leadership and their
commitment to keep America safe, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, recognizes
and extends our appreciation and thanks to those Republican elected officials who serve the citizens of
Wisconsin at the state and federal level, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, commends
and extends its sincere appreciation to those special members of the Republican Party who selflessly offer their
precious time, skills, experience and talents to improving and strengthening our organization, and enabling it to
realize the success it continues to achieve.
2009-02 Military Commendations
WHEREAS, our military is comprised of hundreds of thousands of dedicated volunteers that uphold our
freedom and way of life; and
WHEREAS, many men and women have made the ultimate sacrifice in the war on terror and many have been
wounded while defending our freedom and safety; and
WHEREAS, the families of our service men and women do bravely endure separation from their loved ones;
and
WHEREAS, the actions of our armed forces have won the respect of the nation:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
extends our heartfelt gratitude to the men and women and their families who serve in our armed forces and
vows to remember them in our thoughts and prayers, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports a
military policy that allows our service men and women to defend themselves without fear of reprisal and
regardless of where the enemies are found, no matter where they hide out even if presumed to be off limits, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, humbly asks
God to bless and protect our troops and to bring them home to us as soon as the job is done.
2009-03 National Defense Resolution
WHEREAS, the principal duties of the government of the United States are the defense of our nation,
promotion of our national interests and protection of the security of our citizens from those whose objectives or
purposes run counter to those of the United States of America, including terrorists, individual tyrants and
governments; and
WHEREAS, the priorities of our federal government under non-Republican administrations have tipped from
defense to social programs; and
WHEREAS, among those in today’s world with designs of evil and ill intent toward the people and government
of the United States are terrorists such as those of the al Qaeda network, and other tyrants and rogue states; and
WHEREAS, nuclear, chemical, and biological weaponry has been produced, procured or is sought by these
enemies of America and liberty; and
WHEREAS, these facts of today’s world demonstrate unequivocally the importance of a strong and ready
military force, not to be weakened by social pressures, backed by an intelligence capability unparalleled, with
the full support of the American people it defends and protects:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled:
A. Supports a strong national defense, achieved in part by increasing the size of the United States Military
and by diligent and continued development of weapons systems and technologies, and increasing the
training and compensation of the American fighting forces, the finest military personnel in all the
world, as may be necessary for the United States to defend itself against all enemies and to honor our
commitment to our allies, and
B. Encourages and supports a heightened awareness for and action to provide a solid and ready national
defense against conventional, nuclear, chemical, biological or cyber-attack, or means not yet
contemplated or demonstrated, and
C. Supports the continued development and deployment of the Missile Defense System to safeguard our
nation against missile attack, and
D. Supports the wisdom, knowledge, and experience of our military’s leadership to develop and
implement personnel decisions consistent with the development and deployment of a military force
that is disciplined, orderly and effective, such that it remains the preeminent force without equal or
threat, and
E. Opposes the sale or transfer of technology or weapons or information that offer the potential
compromise of our nation’s defense to unfriendly parties or unreliable nations, and
F. Supports an improved development and procurement effort to enhance the ability of our nation to
defend itself in a cost-effective manner that is consistent with accomplishing the objectives as noted in
this resolution, and
G. Supports the use of domestic surveillance to monitor contacts between foreign terrorists and their
accomplices in the United States, and
H. Supports the premises that a strong military is the prime objective for having a military force in the
first place, and that any attempt to weaken the military through political correctness is absolutely
wrong, and
I. Supports Peace Through Strength that was so effective during the Reagan and Bush administrations,
and
J. Supports prohibitions against placing our troops under UN command at any time and against
involvement with U.N. peace-keeping missions and other military missions with questionable interests
to the United States or its citizens, and
K. Urges withdrawal from restrictive treaty obligations that hinder the above objectives, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, advocates
that the United States Congress openly establish expectations and auditing requirements and if the UN does not
comply that Congress consider dissolving our membership and guarantee that our sovereignty be protected, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled,
calls upon the President and members of Congress to do all that is necessary, including but not limited to using
military force, preemptively, if necessary, to protect the citizens of the United States and those other country’s
citizens that are threatened by terrorists, terrorist organizations or countries that harbor, fund, or give any aid
and comfort, whatsoever, to terrorists.
2009-04 Right to Keep and Bear Arms
WHEREAS, the United States Constitution (in the Second Amendment) and the Wisconsin Constitution both
guarantee the right to bear arms; and
WHEREAS, Wisconsin does not allow law-abiding citizens to obtain permits allowing them to carry weapons
for their self-defense; and
WHEREAS, virtually every state has adopted such legislation allowing their citizens to obtain permits to carry
concealed weapons for their self-defense; and
WHEREAS, in those states which have adopted such legislation there has been a significant drop in crime, as
criminals realized they could no longer count on finding easy (unarmed) prey; and
WHEREAS, in those states which have adopted such legislation, the number of incidents of misuse of the
concealed weapon resulting in the revocation of the permit has been negligible; and
WHEREAS, reform of the criminal justice system, not gun control, is the key to reducing violent crime in our
society; and
WHEREAS, there are efforts underway in Wisconsin and across the country to introduce legislation, called
“Ammunition Accountability” that will restrict purchase of ammunition by enacting extreme taxes and tag the
ammunition:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
urges the state of Wisconsin and the U.S. Congress to pass legislation to prohibit individuals or organizations
from suing manufacturers of guns and ammunition for damage caused by illegal acts committed by individuals
or gangs, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges the
Wisconsin State Legislature and governor to adopt with all due haste legislation permitting law-abiding citizens
to obtain a permit to carry concealed weapons after passing a background check and completing a suitable
firearms familiarization, use, and safety course, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
federal legislation to require states to honor concealed weapons permits granted by other states, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports the
right to keep and bear arms and opposes any piece-meal gun control legislation that would erode this right, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, strongly
opposes any attempt to pass the “Ammunition Accountability Act” or similar legislation, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges that
our rights be strengthened to prohibit all attempts to confiscate firearms and reinforce individual rights to
protect themselves, their home, their families and property from criminal intrusion or invasion, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
strict punishment of criminal activity involving firearms.
2009-05 Sanctity of Human Life
WHEREAS, our founding fathers recognized life as an inalienable, divine right which the Republican Party has
reaffirmed in declaring abortion, infanticide, and euthanasia as violations of this sacred and basic human right;
and
WHEREAS, the Fifth and Fourteenth Amendments of the United States Constitution guarantee that no person
shall be deprived of life without due process of the law; and
WHEREAS, in his first days in office, Barack Obama sent U.S. taxpayers’ money to fund abortions overseas
and to promote policies that lead to coerced or forced sterilizations and abortions, as a result of “family
planning” being imposed on families in third-world countries; and
WHEREAS, the University of Wisconsin’s teaching hospital is implementing plans for an expanded abortion
facility that would perform 2nd trimester abortions, disregarding it’s mission and using state funding:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
reaffirms its support for the rights of the unborn, and for the struggle to ensure that our government and our
society protect and respect innocent human life in all its forms, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled:
A. Insists that our federal and state legislators reaffirm the sanctity of all human life and reestablish
legal protection of innocent human life from conception to natural death through legislation and a
human life amendment to both the state and federal constitutions, and
B. Demands that our state legislators support and pass legislation allowing individuals and/or institutions
in the health care field to exempt themselves from any and all abortion procedures, and
C. Demands the United States Congress pass legislation banning research on fetal tissue and all human
cloning, and
D. Demands our federal and state governments not directly or indirectly fund abortions, and
E. Demands that the selling of baby body parts and/or fetal tissue be prohibited with the exception of
blood and blood products, and
F. Urges our state and national legislators to impose reasonable limits on abortion, such as spousal
notification, counseling, waiting requirements, a prohibition on crossing state lines, and parental
notification requirements in cases of minors seeking abortions, and
G. Urges our state and national legislators to be sensitive to the difficult circumstances surrounding
unplanned pregnancies, and supports programs which provide guidance, in a compassionate manner, to
help mothers who face an unplanned pregnancy to understand the options available to them, in
particular the option of saving the life of each mother's unborn child through adoption, and
H. Opposes the use of embryonic stem cells and recognizes the contribution of and ongoing research, and
I. Urges our legislators to mandate that abortion providers inform their patients seeking a 2nd or 3rd
trimester abortion that their baby will feel extreme pain, and
J. Opposes state funding for RU-486 and other emergency contraception, and feels that no business
should be forced to sell such products, and
K. Urges the State of Wisconsin to apply for federal funding of the Wisconsin Cord Blood Bank, thus
promoting ethical research.
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, opposes use
of taxpayer money to fund foreign programs which promote abortion and coerced sterilizations, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, strongly
opposes the Freedom of Choice Act which would eliminate all Federal and State laws that restrict abortions, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, strongly
opposes the creation of an abortion clinic at the University of Wisconsin hospital and demands that our
Republican leaders join the fight for life against any organization or medical facility that attempts to perform 2nd
trimester abortions, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges Federal
and State legislators deny funding to facilities or organizations that promote or perform assisted suicide or
euthanasia and oppose efforts to legalize assisted suicide and euthanasia, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges
passage of the Sanctity of Human Life Act, and that we support legislation to remove the question of abortion
from the jurisdiction of federal courts, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports the
enactment of a ban on partial birth abortion.
2009-06 Family Values and Preservation of Parental Rights
WHEREAS, the family is the basic unit of society, and it is the natural right and obligation of parents to raise
and educate their children; and
WHEREAS, governments have been infringing on parental rights:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled:
A. Opposes any and all infringement of parental rights and obligations by any branch of government, and
B. Insists that parents have access to any government files and records concerning their children,
including records, files, and reports held by schools, and
C. Rejects any United Nations Organization conventions that infringe on the parental rights of U.S.
parents and guardians, and
D. Desires explicit legal definitions of “child abuse” to prevent parental harassment, and
E. Recognizes that parents have the right and obligation to discipline their children including the
reasonable use of corporal punishment, and
F. Urges that a child should not be removed from an allegedly abusive home until a judge has reviewed
the factual basis for that removal, unless overwhelming facts dictate need for immediate action, and
G. Recognizes that parents have the right to counsel at all stages when a child is being removed from their
home, and
H. Urges our state legislators to support and pass legislation requiring that all funding for family planning
be based upon the principle of abstinence before marriage, and
I. Endorses the principle that the primary responsibility of teaching family values, sexual education and
personal responsibility should be upon parents and places of worship, and
J. Supports legislation that guarantees and protects the Father’s inalienable right to decide against any
decision to end his unborn child’s life, and
K. Urges our local leaders and legislators to support restrictions on pornography in public places to the
greatest extent constitutionally permissible, and limits on minors' access to pornographic sites on the
internet at schools and libraries, and
L. Urges that the name of parents who are enablers of juvenile delinquent minors and the proven crime be
released to the media to create accountability of the parents.
2009-07 Taxes
WHEREAS, Wisconsin remains one of the top taxed states in the country; and
WHEREAS, high and punitive rates of taxation impede growth and discourage businesses from doing business
in Wisconsin, and
WHEREAS, high taxes stifle economic growth, discourage innovation and entrepreneurship, and diminish an
individual’s ability to realize the American dream; and
WHEREAS, Wisconsin taxpayers have been provided with little or no legislative protection from referenda
presented to voters without complete financial information; and
WHEREAS, a Taxpayer Protection Amendment (TPA) limits the amount of revenue that the state or special
purpose district, school district, technical college district, county, city, village, or town may receive in a given
year, thereby limiting their spending; and
WHEREAS, it is unfair and detrimental to economic growth to require businesses to pay property taxes on
items just because they are located at their business; and
WHEREAS, proposed surtaxes aimed at selective industries drive businesses out of state; and
WHEREAS, we support the following principles:
A. Annual state and local spending growth be limited to the rate of population growth and inflation, and
B. Excess revenues collected above this limit should be used to create a budget stabilization fund, an
emergency fund, and refunded to the taxpayers, and
C. Tax increases should only be enacted by the people’s vote:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
supports a Taxpayer Protection Amendment to the Wisconsin state constitution and urges its adoption, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, believes
taxation should be limited to fulfill only governments constitutional responsibilities, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
ending the practice of attaching policy-making bills to the budget and calls for each policy bill to be introduced
separately by title, and be debated fully and passed by recorded votes by both houses of the legislature, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, believes
there should be a national debate discussing various alternative means of taxation including but not limited to a
single flat income tax, repealing the income tax and replacing it with a national sales tax, and reducing spending
to the point where the income tax can be repealed without the need to replace it with a national sales tax or any
other form of taxation. The new tax system should be implemented promptly, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, demands
Congress eliminate all earmarks.
2009-08 No Taxation without Representation
WHEREAS, taxation without representation is unfair, unjust, and unconstitutional; and
WHEREAS, there exist a number of government jurisdictions with taxing authority whose governing boards are
not elected by the public, including the Metropolitan Milwaukee Sewerage District (MMSD), the Wisconsin
Center District, the Miller Park Stadium District, the Technical College Boards, and proposed authorities such
as the Regional Transportation Authority:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
urges that all taxing authorities be elected not appointed, to their positions by the voters in the communities they
serve.
2009-09 Economy & Opposition to Government Bailouts
WHEREAS, funds used for “bailouts” or “rescues” of private enterprises have the effect of:
• increasing the national debt
• rewarding failure
• encouraging irresponsibility
• undermining the virtues of self-reliance and responsibility
• creating moral hazards; and
WHEREAS, “bailouts” or “rescues” of private enterprises increase government intervention into and control of
the private sector, which is antithetical to the concepts of free enterprise, a free society and limited government;
and
WHEREAS, government interference in private markets exacerbates problems in the marketplace and causes
the free market to take longer to correct itself; and
WHEREAS, we believe that the free market is the best tool to sustained prosperity and opportunity for all; and
WHEREAS, the Obama Administration has promised transparency but has not delivered:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
opposes the use of federal funds to “bailout” or “rescue” any private enterprise from their failures, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, opposes the
irresponsible and destructive “stimulus” package that was passed by Congress and the Obama administration,
and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled,
supports an economic stimulus package which will cut taxes for individuals and small businesses that are
actually paying taxes, and reduce the corporate income tax in order to create jobs and encourage investment,
and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, calls for a
federal and state tax “holiday” to stimulate the economy, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, demands
transparency in government spending and in particular the funds being doled out by the Federal Reserve, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, opposes state
and local politicians that accept federal funds that will require additional local or state funding to continue
programs, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, recommends
that a Mandate Relief Act Committee be established that would review all bills that place a requirement on local
government. If the committee concludes a bill and/or rule is unfunded, it must introduce an amendment
appropriating funds for the bill and/or rule to offset its costs and if the legislature does not pass funding, the
mandate is null and void.
2009-10 Supporting Sound Money
WHEREAS, our founding fathers warned us of the dangers of allowing central bankers to control our currency;
and
WHEREAS, we recognize the moral hazard created by the Federal Reserve and the eminent danger of a
collapse in the value of our dollar; and
WHEREAS, we also recognize that inflation equals taxation without representation; and
WHEREAS, the Obama Administration and in particular, Treasury Secretary Timothy Geithner indicated that
they will consider participating in the destruction of the U.S. dollar by suggesting support for a global currency:
NOW THEREFORE BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
supports H.R. 833, the Federal Reserve Board Abolition Act, a bill to abolish the Board of Governors of the
Federal Reserve System and the Federal Reserve banks, and to repeal the Federal Reserve Act, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, expresses
extreme displeasure with the appointment of a Treasury Secretary who not only does not pay his own taxes but
also who apparently would support the destruction of America's currency, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, vehemently
rejects attempts to establish a global currency as antithetical to our national freedom.
2009-11 Social Security Reform
WHEREAS, the Social Security system, as it exists, will begin to lose money due to the changing proportion of
retirees to workers; and
WHEREAS, if nothing is done, benefits will be cut and taxes will be raised in order to maintain the current
system; and
WHEREAS, the current system forces workers to pay into Social Security without guaranteeing benefits upon
their retirement:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
supports reforms to the Social Security system that will give workers the option to invest in personal retirement
accounts while maintaining benefits to retirees who faithfully paid into the system.
2009-12 Benefit Equity Proposal
WHEREAS, 99% of public sector employers (state taxpayers) pick up most, if not all, of employee retirement
contributions to the Wisconsin Retirement System (WRA); and
WHEREAS, in 2010 the contributions from these same taxpayers are expected to increase due to 2008
investment losses; and
WHEREAS, the people who fund these benefits have been responsible for funding the overwhelming majority
of their own retirement contributions; and
WHEREAS, these same taxpayers have seen their own retirement plans decimated and will have to work well
past their planned retirement dates, working longer and living on substantially less; and
WHEREAS, the private sector shoulders much more of the risk of economy fluctuations and the demands of
competitive productivity than the public sector could even dream of; and
WHEREAS, elected officials, regrettably on both sides of the aisle, pander to the public sector unions by
sweetening contracts in the hopes of votes:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention
assembled, calls for our legislators to bring public sector benefits in line with the private sector through a plan
similar to NEWCC’s “Benefit Equity” proposal which would provide new employees in the public sector with
lower pension contributions, less expensive health coverage and more reasonable leave practices, and to work to
provide relief within current law allowing local units of government the flexibility to bargain for lower cost
benefits by expanding what the arbitrator may consider to include local economic factors and conditions.
2009-13 Social Security Number Privacy
WHEREAS, individual social security numbers are used for many reasons such as financial, medical, and
personal identification; and
WHEREAS, due to the above reasons, social security numbers need to be well protected by entities using it for
reasons of personal identification; and
WHEREAS, breach of the privacy for an individual’s social security number may cause many challenges to all
aspects of their life; and
WHEREAS, the State of Wisconsin has allowed vital citizens’ social security numbers to be mistakenly mailed
numerous times:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
encourages the State of Wisconsin to take stronger measures to secure the privacy of its citizens, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, recommends
the State of Wisconsin use an alternative identification system to further prevent risk to Wisconsin citizens and
countless tax dollars trying to correct the errors.
2009-14 Fairness in Agricultural Production, Service, and Marketing
WHEREAS, United States farmers lead the world in agricultural production and quality; and
WHEREAS, federal and state agricultural policy significantly affects farm income; and
WHEREAS, United States farmers face domestic competition from foreign commodities without equal
competition in those same markets; and
WHEREAS, Wisconsin farmers must have equal opportunity to compete in the agricultural production markets
(dairy, beef, hog, field crops) with counterparts in other states, but are currently hampered and disadvantaged by
artificial, government created barriers; and
WHEREAS, current federal dairy policy has caused Wisconsin dairy farmers to be placed at a competitive
disadvantage to dairy producers in other regions of the United States:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled:
A. Opposes any farm program that interferes with a free, competitive market, and
B. Supports the elimination of rules and regulations that interfere with the free flow of dairy products
including raw milk and its products, and opposes the setting of a basic floor price for milk, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
completely open foreign markets to U.S. agricultural products, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges that the
National Animal Identification System should be eliminated or greatly reduced to a purely voluntary program,
and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports the
bringing of California into the Federal Milk Marketing Order System, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
holding imported agricultural products to the same health and sanitary standards as domestic products.
2009-15 Election Reform
WHEREAS, widespread election fraud has long involved citizens casting multiple votes from multiple
registrations and multiple impersonations, and has now come to include the registration and voting of
noncitizens; and
WHEREAS, current programs such as on-site registration invite fraud at the polling place; and
WHEREAS, social security cards, driver’s licenses, and similar identification cards are so plentiful today that it
is very easy for the individual to provide; and
WHEREAS, it has become more and more evident that rampant voter fraud is occurring in the state of
Wisconsin; and
WHEREAS, the Obama Administration plans to take control over the census which will call into question the
integrity of redistricting; and
WHEREAS, the integrity of our electoral system must be restored:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled:
A. Supports the requirement of valid photo identification when registering to vote and when voting, and
B. Urges the prohibition of voter registration at the polls or within 10 days of any election, and
C. Demands that prosecution, to the fullest extent of the law, of anyone found to have broken any laws
relating to ballot registration or ballot casting, and
D. Supports transparency in the qualifications of candidates for public office, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges
passage of legislation to return to the requirement that voters show that they are unable to vote on Election Day
before they are issued an absentee ballot, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, demands that
the Commerce Department conduct the census and that ACORN or other groups close to the Obama
Administration not be involved in conducting the census.
2009-16 Union Political Activity
WHEREAS, compulsory union dues provide unions vast amounts of money to spend on elections and political
advocacy with which the contributors may not agree; and
WHEREAS, all politically active organizations and groups, including unions, should be subject to the same
election finance reporting regulations:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
urges that all political fundraising be solicited separately and not combined with any other union dues or fees,
and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, calls for the
State legislature to pass a Paycheck Protection Act that will require written consent by individual union
members before their union can levy dues for political purposes and that forbids employers from deducting
political monies from employees’ paychecks, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, opposes the
“Card Check”/Employee Free Choice Act, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges
reinstatement of the executive order directing enforcement of the Supreme Court’s Beck decision ruling that
union members be informed of the amount of their dues spent on political activity, and giving those union
members the right to a refund of that portion of their dues and the right to refuse the use of dues for political
activity.
2009-17 Education
WHEREAS, virtual schools have come under attack by the leadership of the state teacher’s union; and
WHEREAS, parents have the fundamental right and responsibility to educate their children as they see fit and
provide for their moral guidance; and
WHEREAS, parents should have as much choice as possible in selecting the right school for their children; and
WHEREAS, many schools now emphasize social behaviors at the expense of academics; and
WHEREAS, vigorous competition from independent schools will stimulate government schools to strive for
and achieve excellence:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled:
A. Urges that parents of school-age children be given vouchers or tax credits designed to give all parents
equal freedom of choice in education without regard to their financial means, and
B. Urges that religiously oriented schools not be discriminated against for exercising their freedom of
religion, and
C. Demands that the right to home school shall not be abridged, and
D. Urges our state legislators and local school boards to push for curriculum changes that place greater
emphasis on the basics, including science, social studies, mathematics, reading, and phonics, and
eliminate all programs whose objectives are social engineering or advocacy of special interests, and
E. Urges the state legislature to stop schools from advocating gay and lesbian behavior, and
F. Urges the state legislature to stop schools from providing contraception to students, and
G. Calls for the state legislature to eliminate funding of 4-year-old kindergarten, and
H. Urges our elected Republican leaders to fight the Obama Administration as well as any state initiatives
that would promote 3K or any Zero-to-Five government-funded initiatives, and
I. Urges Congress to pass legislation that prohibits schools from forcing or coercing parents to put their
children on drugs and eliminates all funding for government-mandated mental health screening of all
children, and
J. Supports academic efforts that ensure that the presentation of our history and founding principles in
our educational institutions, including those of higher learning, is objective, truthful and complete, and
K. Urges legislation adopting alternative standards for teacher licensing that do not require a degree in
education or student-teaching experience but have practical expert experience in a given subject area as
determined by local school boards, and
L. Believes that school boards should have discretion as to the teaching of intelligent design within their
districts, and
M. Urges that the religious heritage of our nation be taught, and
N. Opposes the teaching of the new definition of tolerance which requires that a person not only tolerates
or allows other beliefs/behaviors but also mandates the acceptance and approval of those beliefs and
behaviors, and
O. Recommends that stronger and firmer discipline in schools by teachers be allowed and promoted to
make the schools safe for those who want to learn and help reduce the influence of gangs and drug
users, and
P. Opposes affirmative action and racial quotas in our Wisconsin educational system, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
legislation to make it easier to fire unsatisfactory teachers in the public schools, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
local school districts’ decision to set up virtual schools and parents right to participate in their children’s
education and to choose virtual schools for their children’s education, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges that
libraries in all publicly-funded schools and municipalities have a balance of reading materials that are subject to
review by local elected officials, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled:
A. Affirms our freedom to worship both privately and publicly, in the home, the school, the public forum
and the workplace, providing that others are not coerced into participation or discriminated against
because of differing beliefs, and
B. Urges lawmakers to advise the courts that they should properly interpret and apply the constitutional
right to worship and expression of religious faith.
2009-18 English as the Official Language
WHEREAS, the English language is the language of business throughout the world; and
WHEREAS, it has become common practice in some United States bureaucracies to accord special language
privileges which circumvent the adoption and learning of English; and
WHEREAS, the practice of printing of United States business in multiple languages for local usage is adding an
unnecessary financial burden to our cost of governing; and
WHEREAS, the lack of elementary knowledge of English often results in the impairment of a person’s ability
to become productive in American society; and
WHEREAS, such required teaching would not prevent any citizen from learning and speaking other languages
and would not prevent local school boards from providing bilingual education:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
recommends that English be declared the only official language of the United States and of the State of
Wisconsin, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, recommends
that English be required in all schools within the State of Wisconsin and the nation as a whole, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, encourages
and supports those individuals seeking U.S. citizenship to acquire at least a basic proficiency in the English
language in order to ensure their success as American citizens, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, believes
that proficiency in the English language should be a prerequisite to obtaining any state licenses or permits and
citizenship.
2009-19 Mandated Government Controlled Health Care
WHEREAS, Government on both the state and federal levels are attempting to take control of our health care;
and
WHEREAS, the Obama Administration’s universal healthcare proposal will hurt our economy while doing
nothing to control the increase in health care costs; and
WHEREAS, universal, government-based health care has proven to lead to increased cost and decreased access
to healthcare for most consumers; and
WHEREAS, the Democrat-controlled legislature is proposing the introduction of socialized medicine in
Wisconsin; and
WHEREAS, our state and federal governments are threatening to mandate health care coverage for every
Wisconsinite and U.S. Citizen:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention
assembled, calls upon the Republicans in Congress to oppose any attempt the Obama Administration and
Congressional Democrats to adopt a universal healthcare program for the United States of America, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, opposes
attempts by the governor and state legislature to enact the proposal they call “Healthy Wisconsin” and any other
state or federal government-controlled health care, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges
specific measures, such as Health Savings Accounts, Health Insurance Co-ops and greater transparency of
health care costs that are market and consumer-based, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges both
the state and the federal governments to halt the slide to health care socialism; and instead, promote the cure to
problems in the health care industry by relying more on deregulation, free enterprise, individual responsibility,
and market-oriented solutions that are market and consumer based and address the needs of the poor.
2009-20 Promoting National Energy Independence
WHEREAS, reliable sources of energy are essential to maintaining economic prosperity and security; and
WHEREAS, our country’s reliance on foreign sources of energy is detrimental to our economy, balance of
trade, and national security:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
supports the renewed use of nuclear power, and investigation and development of other energy sources within
the private sector, to meet our state and nation’s energy needs, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
greater exploration and development of oil resources within our country, including opening up small portions of
the Alaskan National Wildlife Refuge for energy exploration, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, we strongly
oppose interference in the free market by mandating or subsidizing the use of ethanol as an additive to or
substitute for gasoline at both the state and federal level, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, understands
that health care is in critical need of repair and urge Republican elected officials take leadership roles to find
solutions, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
removal of restrictions on the building of refineries, and supports the minimization of the requirements for
specialty blends of gasoline, all of which will make the United States less dependent on foreign oil and will
reduce the cost of our energy, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges the
government to allow citizens the right to the use of their own natural resources.
2009-21 Opposing Wisconsin “Safe Climate Legislation”
WHEREAS, Governor Doyle’s Global Warming Task Force has issued a report calling for extensive state
legislation, regulations, and other measures to cut the state’s emissions of “greenhouse gases;” and
WHEREAS, this proposed legislation and other initiatives will have no measurable benefits for the state’s
environment, people, or other resources; and
WHEREAS, human ability to influence climate has not been determined by the scientific community to any
degree of certainty; and
WHEREAS, the proposed legislation in Wisconsin to decrease “greenhouse gases” would create a large,
expensive bureaucracy, and would result in higher prices for electricity, gas, oil and ultimately all consumer
items and have other serious economic consequences for the businesses and people of our state:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention
assembled, urges the State Legislature to oppose all efforts to pass legislation or adopt other measures that are
aimed at reducing “greenhouse gases” or “fighting” global warming and/or climate change, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
continued research to understand the dynamics of climate change and opposes all State or Federal legislation
that is based upon inconclusive, incomplete, or contradictory research.
2009-22 Local Zoning Control
WHEREAS, Basic conservative values promote local property rights and local control of issues; and
WHEREAS, The Public Service Commission (PSC) is promoting a revision of SS 66.0401 that would restrict
the zoning and permitting authority of counties, towns and municipalities; and
WHEREAS, One size does not fit all in locating industrial facilities:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
ssupports that siting and permitting rights of renewable energy facilities (REF’s) remain with the county,
township or municipality.
2009-23 Tort Reform
WHEREAS, frivolous lawsuits and extraordinary damage awards burden all citizens because they result in
increased costs for services and products; and
WHEREAS, frivolous lawsuits drain resources from law-abiding businesses, health care providers and
individuals alike and these lawsuits are being used by governments, trial lawyers and other groups as a means of
social engineering:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
supports a change in the joint and several liability concept that would limit awards against each defendant to the
actual percentage of that defendant's liability, thereby eliminating the “deep pockets” concept, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges
legislation requiring plaintiffs to show a direct causal link between the defendant party's breach of duty and the
actual damages incurred by the plaintiff, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
restricting class action lawsuits to those who actually suffer harm or economic loss, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges
limiting compensation for “pain and suffering”, “emotional distress”, etc. with restrictions and caps, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges
prohibition of product liability in cases of negligent or willful product misuse, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, that the U.S.
Constitution is not a cash cow to be milked for profit. Taxpayers should not be compelled to pay attorney-fee
awards to activist groups through the wrongful use of the 1976 Civil Rights Attorney’s Fee Act in cases
attacking our religious heritage, memorials and patriotic organizations such as the Boy Scouts of America, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, strongly
opposes Governor Doyle’s efforts in his budget to make Wisconsin a more litigious state.
2009-24 Read the Bills Act
WHEREAS both state and federal legislatures often pass bills which none of the members have had an
opportunity read in their entirety (or their staffs), and unpopular and non-germane measures are often combined
with popular measures to force their passage; and votes are held with little debate or public notice:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention
assembled, demands the adoption of the Read the Bills Act, which would require that every bill be read in its
entirety before a quorum in both the U.S. House of Representatives and the U.S. Senate, and published on the
Internet for at least 7 days before a vote, and that our Wisconsin lawmakers to introduce and/or sponsor such
legislation on both the state and federal levels.
2009-25 Fair Immigration Policies
WHEREAS, current laws, and their enforcement at the federal level, have not succeeded in preventing the
movement of undocumented individuals across our borders; and
WHEREAS, this situation has resulted in unsecured borders, opportunities for terrorists, and a large
underground economy that is reliant on the labor of undocumented individuals; and
WHEREAS, maintaining the integrity of our requirements for citizenship and entry into the country is vital to
our national security; and
WHEREAS, an amnesty program is counterproductive to upholding America’s laws and rewards illegal activity
at the expense of the many who abide by the law and gain legal entry into the United States and encourages
continued illegal immigration; and
WHEREAS, illegal immigration not only creates social, economic, and educational problems but also threatens
our national security:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
insists that Congress act immediately to secure our borders from illegal immigration, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, applauds and
supports Congressman Sensenbrenner’s efforts to enact real immigration reform, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, opposes an
amnesty program for undocumented individuals, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges our
congressional delegation and State Legislature to prohibit all benefits to undocumented individuals, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
legislation requiring state law enforcement officials to process immediate deportation orders on undocumented
individuals who commit misdemeanor crimes and on undocumented individuals who have a prior criminal
record of either felonies or misdemeanors, and requiring that undocumented individuals who commit felonies
serve their appropriate sentence and then be deported, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, that the
government also take a hard stand with companies that willingly employ migrant workers who they know or
have reason to believe are undocumented individuals in this country, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports a
fair well designed guest worker program that allows responsible, law abiding individuals to reside and work in
America while upholding current immigration laws, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, believes the
United States government should influence and exert pressure on other countries to use their monetary policy to
aid their citizens and create economic opportunity for their citizens, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, supports
policies that all undocumented individual’s children upon reaching the age of majority be encouraged to seek
citizenship without fear of recrimination.
2009-26 Smaller Government
WHEREAS, the size of our local, state and federal governments has significantly increased and continues to do
so; and
WHEREAS, the size of government directly affects our daily lives, liberties, pursuits and endeavors; and
WHEREAS the federal government has usurped numerous powers that the Constitution reserves to the states,
and this usurpation of power has been accomplished with the connivance of many politicians and judges who
have violated their oaths of office to uphold the Constitution of the United States:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
urges a moratorium on the expansion of government, and a return to a conservative agenda and history as the
party of less government, less intrusive government, less taxes and more responsible spending, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, calls for the
reduction in the overall size of the Federal Government and urges all new and existing administrative and
regulatory rules be reviewed and ratified by the U.S. Congress, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges the
periodic congressional reauthorization (sunsetting) of the following Federal Departments and Agencies:
Education, HUD, Energy, Transportation, HHS, Labor, Agriculture, National Endowment for the Arts, and
Public Broadcasting System, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges our
Republican members of Congress to enact the Contract With America Renewed, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, encourages
government at all levels to privatize all functions capable of performance by the private sector, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, urges the
greatest possible devolution of governmental authority to the states, as required by the Tenth Amendment to the
United States Constitution.
2009-27 Conservative Direction: GOP
WHEREAS, the Republican Party of Wisconsin at the local, district, and state level at the Convention, has
passed numerous resolutions of a conservative nature; favoring a smaller less intrusive government, a right to
bear arms, and a directive to secure our borders, etc.; and
WHEREAS, these resolutions are the direction that the people of the party want their representatives to adhere
to; and
WHEREAS, the people of the party recognize that while they cannot compel their representatives to vote in this
manner, they can and do expect them to adhere to conservative principles:
NOW, THEREFORE, BE IT RESOLVED that the Republican Party of Wisconsin, in convention assembled,
urge the Republican Party to withhold support for those candidates that do not consistently subscribe to this
overall conservative agenda, be they incumbent or new candidates, and
BE IT FURTHER RESOLVED that the Republican Party of Wisconsin, in convention assembled, actively and
vigorously seek candidates that will adhere to these conservative principles, and respect the wishes of party
members.
